Am I right to be angry at my friends?

so out my friends and I (10 of us) were planning a trip to vegas. then a few of them canceled and we realized that we don't have enough funds anymore to go. Today they revealed to me and a few as to why they canceled it. One of my friends has a relative that lives in Europe and invited him to stay with her for a few months. she said because of lack of space, he could only bring 3 more people. now here's the part that I'm annoyed with- The 3 he chose were chosen because "they are financially stable." But the thing is one of them, owes me $40 from February and still hasn't given me back a dime because he's "too financially tight." How on earth is that financially stable?! I also think its a bit selfish of them to cancel what was supposed to be a fun Vegas trip so that they could go to Europe. am I right to be angry or no?
