I cant remember the band or the song name?

I am looking for a song that came out in the 1990's. The lead singer was light skinned maybe mixed and he had dreads. In the video it looks like they are singing in an apartment but you are looking at them through a window and it is higher up in the apartment complex if i remember right. the lyrics go something like this "mr (joe something) staring in the spotlight or at the radio or standing in the spotlight. I cant remember what it is and its bugging me and i want to put it on my mp3. HELP!!!!!!!!!!!!!!!!!!!
